They are similar in that they are oath made to specifically help Korea and Japan to have western ideas. For example, to give everyone equal opportunities and make them contribute in the society more, these oaths help the two nations by letting them contact a new form of society that they never thought of developing because they were lost in concealing themselves from westernization.

They are different in that they are directed against two countries, Korea and Japan. One main difference would be that oaths applying to Korea are made to help Japan conquer it, while on the other side, oaths applying to Japan are made to help Japan defend itself from Western nations conquering it.

Their ultimate purpose is to stop Korea and Japan hiding and locking their door and opening up to western culture and starting to give everyone, even the ones who are not in high class, opportunities to participate in developing the nation and thus giving everyone equal opportunities so that their nations ca develop much faster.

I think Koreans were able to achieve their objectives but it resulted in rather negative situation, in my opinion, by learning that they can become a successful even though they are not in high class, people of normal rankings started selling everything and all-ining on their children's learning, which ,I think, developed into today's learning culture of Korea. However, Japan achieved its objectives and had fairly positive outcomes. They were able to successfully modernize themselves and made it better and became number two, now three, in world economy.
